Only the applicant can create an application in the Convergence Portal. They must complete the My information section by entering CV details and uploading the CCI
Participants are invited by the applicant or the contributors to access the application via Convergence. Those invited will receive an email asking them to accept the invitation. Upon accepting, they will be redirected to Convergence to log in (or create an account) to determine their eligibility and complete their My information section.

The applicant and participant(s) will be required to complete enrolment steps when creating (applicant, steps 1 to 5 below) or accepting an invitation to participate in an application (participant[s], steps 2 to 5 below). If you have previously completed the enrolment steps in Convergence, some fields will be pre-populated (already filled out). At this point, you can also update any information that may have been previously provided.
- Step 1 - Eligibility: Confirm the eligibility of your position to apply.
- Step 2 - Affiliations: List all of your current affiliations and identify your primary affiliation. Applicant only: Under Appointment, select your host institution for this application (current affiliation); this is the institution that will be responsible for administering the grant.
- Step 3 - Equity, diversity and inclusion (EDI): Completion of the self-identification form is mandatory. However, you may select “Prefer not to answer” for any or all questions; see the self-identification information section below for more information.
- Step 4 - Fields of research: List at least two fields of research and indicate at least one as a primary area of research. These do not need to be directly related to the application.
- Step 5 - Keywords: Provide a minimum of five keywords that best describe, overall, your areas of research. They do not need to be directly related to a specific application and will not be used for evaluation purposes.

Note: You can access the My profile section by selecting your name from the navigation menu in the top-right corner of the application. However, it is not necessary to complete your entire profile in Convergence. More specifically, the Funding and the Interruptions and personal circumstances sections do not need to be completed as they are not captured in the application nor used in the assessment of applications.
You will be required to fill out the My information section, including the CV education, CV affiliation and employment, and CV documents sub-sections in the application itself after completing the enrolment steps.

After completing the enrolment steps, you will be redirected to the home screen. In the Applications tab, select the application you created (applicant) or that you have been invited to contribute on (participant[s]) from the Actions menu. CV education
You must provide at least one academic experience in a postsecondary program.
If you are completing your My information section for the first time in Convergence, add past and current education, if applicable, by selecting Add New Education. If you previously completed your profile, you may add previously completed education information in Convergence by selecting Associate Education.
The applicant and contributor(s) (as applicable) must complete the Shared information section of the application.
Provide the application title and the language of the application. The main body of your application should be written in either English or French rather than in a mix of both official languages.
Click Invite Participant to invite participants and/or contributors to complete their sections in the application. A maximum of 10 participants, excluding the applicant and contributors, can be invited for Mobilize grants. Collaborators are not invited; they are listed in the Collaborators sub-section.
Note: Only the applicant and contributor(s) can invite others to participate in the application.
This section lists all the participants and contributors who have accepted your invitation and accessed Convergence. If an individual has not accepted your invitation, follow up with them to confirm they have received it.
If an invited participant has a status of Pending Eligibility, they have accepted your invitation but have not completed their enrolment (steps 1 to 4 in Convergence and agreeing to the terms and conditions of applying) to access the application.
If an invited participant has a status of Information not finalized, verify that they have completed the My information section (CV documents, CV affiliation and employment and CV education) by selecting View Information.
Once you (the applicant) and all participants have completed the respective sections, you (the applicant) must finalize each participant’s record by selecting Finalize information from the Actions menu, which changes the status to Complete. - Any acronyms and abbreviations must be explained.
- Pages must be letter size at 8 ½ × 11 (216 mm × 279 mm).
- Text must be single-spaced, with no more than six lines of type per inch.
- All text must be in black, using the 11 pt Arial font; condensed fonts will not be accepted.
- Tables and figures: the font type and size requirements do not apply to text inside tables and figures. However, for text inside tables and figures, you must use a font type and size that are clearly legible. Note: The brief instructions below are meant to provide some guidance on the contents of the research proposal and are not meant to be exhaustive or applicable to all situations. The activities of this grant can vary greatly among colleges and depend on the specific college context. Use your best judgement when determining the information to include. In some cases, similar information can be placed under more than one heading. If that is the case, use the limited space strategically to avoid repetition.
Your proposal will be evaluated according to the
Context
- Briefly introduce the environment of the college: where it’s located, how many campuses, number of students, types of programs offered, and the main employers (business, health, public and not-for-profit) of the college’s students. Provide any other pertinent information.
- Provide the historical applied research context of the college (how many years in research, how many research centres or research specializations, etc.). Describe, if applicable, any new areas of research that are under development or that need to be modernized.
- Indicate why this grant is important to meeting the overall objectives of the college’s applied research program(s) and the anticipated long-term impacts for the college.
Potential for innovation
- Describe the major innovation needs of the college’s communities and partners and how this initiative will help resolve these needs, leading to significant and sustainable impacts with economic, environmental, social and/or health-related benefits.
- Explain your outreach/connection plan and planned activities to attract, create and maintain meaningful collaborations with partner organizations and synergistic collaborations with other innovation support providers within your community (provincial, federal, universities, etc.).
Applied research competence
- Explain the quality and extent of the college’s track record (past achievements) of applied research in contributing to the innovation needs of its partners and communities. Explain how these past achievements are an indication of future success.
- Provide an overview of the breadth and depth of applied research capabilities, both human and technical (equipment/infrastructure), of the college’s applied research area(s). Explain the college’s abilities to quickly launch, manage and successfully complete projects that will lead to impactful results for the partner organizations.
- Identify and describe planned measures to ensure that EDI is being intentionally and proactively considered in selecting, recruiting or integrating research personnel into the research team. Include evidence from literature or institutional data, if available, to explain the appropriateness of the proposed measures. Do not provide personal information on team members or information about the composition of the research team. In developing this grant application, the privacy of individuals must be respected. Do not request that past, current or potential team members share individual self-identification data with you, and do not make assumptions concerning the self-identification information of others.
Training
- Describe the college’s track record of incorporating college student training into its applied research projects focused on partner innovation needs. Provide an explanation of the quality of the training as well as the number of college students who were trained in previous years. Explain how this training prepared the students for the workplace (or helped them to pursue further educational opportunities, e.g., a university degree) and helped align their skill sets with the requirements and needs of the hiring organizations.
- Describe the institutional applied research training plan for the students and, if applicable, how it will be further developed over the course of the grant. If the college does not have a training plan, or if the training plan needs more development, explain what steps the college will take to develop a training plan that will maximize students’ training experience, including applied research and problem-solving skills, and professional skills, such as leadership, communication, collaboration and entrepreneurship.
- Identify planned measures to promote the participation of a diverse group of college students and other trainees, including those from underrepresented groups, as well as to promote an equitable, inclusive and accessible training environment. Include evidence from literature or institutional data, if available, to explain the appropriateness of the proposed measures. Do not provide personal information about the composition of the group of students and other trainees. In developing this grant application, the privacy of individuals must be respected. Do not request that past, current or potential students and other trainees share individual self-identification data with you, and do not make assumptions concerning the self-identification information of others.
Excellence of the proposal
- Describe the objectives and anticipated milestones that will be reached through this grant. Explain the college work plan, with approximate timelines, for the long-term activities to lead to the stated objectives. Describe how well the objectives and expected outcomes align with the applied research priorities of the college.
- Demonstrate the need for the requested funding. The requested funding should be commensurate with the extent of the past and anticipated future research activities undertaken by the college. Explain what other sources of funding have supported the past college research activities and what is anticipated for the future. Ensure that the description provided is consistent with the information provided in the metrics table to be completed as part of the application.
- Describe the research leadership that will be deployed to provide support to the college’s research program(s) leading to the attainment of the grant’s objectives. Explain how the grant will be managed, as well as the operational framework and the decision-making processes to ensure the strategic and efficient delivery of the proposed initiative. For colleges that have more than one research centre, explain how the funding will be shared among the centres.
References
If needed, you may also include one additional page if written in English and 1.2 pages in French for literature references. Use this section to provide a list of the most relevant literature references. Do not refer readers to websites for additional information on your proposal. Do not introduce hyperlinks in the list of references. Include the reference page in the PDF file with the research proposal.
In a maximum of five pages if written in English and six pages in French, provide a detailed explanation and justification for each budget item in the budget table. Provide sufficient information to allow reviewers to assess whether the resources requested are appropriate. These pages should contain only information pertinent to the budget. Refer to the
Salaries and benefits
Give the names (if known), categories of employment and proposed salaries (with explicit indication of non-discretionary benefits) of those in each of the positions listed below. Briefly describe the responsibilities for each position and indicate the amount of time they will be spending on the research activities focused on partner innovation needs over this initiative’s lifespan.
- Salaries to college students: Only include those contributing to this grant’s research activities.
- Professional and technical services: Include research and technical services team members contributing to research activities focused on partner innovation needs. Salaries associated with training students for specific research activities can be included here. Salaries for technology and knowledge transfer activities can also be included. Researchers from other CCI program-eligible colleges and university students contracted by the college should be included here. However, consulting fees should be included under the “Operating and equipment” category (below). Salaries for full-time college faculty or university faculty are not an eligible expense.
- Faculty release: Include replacement faculty hired to backfill a faculty member’s involvement in an applied research project.
- Part-time faculty: Include part-time college faculty contributing to research activities.
- Research administrators: Include research administrative personnel needed to conduct direct research and/or research-related activities. Salaries for financial reporting, grant writing and other expenses that are eligible under the
Research Support Fund are not considered a direct cost and/or research-related costs and should not be included here. These expenditures can be covered under the “Overhead and administration” line item. - Business development personnel: Include those dedicated to developing and strengthening collaborations with partner organizations and research collaborators.
- Other: If applicable, other positions or salary types not listed above should be included in this category.
Operating and equipment
- Material, supplies and other expenditures: Provide an overview of the type and quantity of items that will be purchased.
- Equipment: Provide an overview of expenditures related to the purchase or use of equipment. Provide details on models, manufacturers, prices and applicable taxes. Justify why the equipment is needed for the initiative.
- Consulting fees: Include fees for research services provided by a third party (not employed by the college) when the required expertise is not available within the college.
- Other: If applicable, other operating and equipment expenditure types not listed above should be included in this category.
Miscellaneous
In this section, you may include other expenses attributable to specific projects or activities to be undertaken with this initiative, as follows.
- Travel: Give an overview of the planned travel of the college personnel and explain briefly how it relates to the proposed initiative.
- Research and technology transfer support services: Provide details on and explain major items for research and technology transfer support services (administration of agreements and partnerships, partner field trials, meetings with partner, technology support) and other activities to develop and grow the research collaborations with the partner organizations.
- Knowledge dissemination and networking: Provide details on outreach activities (communications, networking, workshops, conferences, lectures, etc.) and other major items that support collaboration and knowledge mobilization with the college’s community, including students.
Other expenditures
If applicable, add any other expenditures related to direct costs of research not listed above in this section. Add headings to indicate the type of expenditure.
Total support from the college
The funds must go into an account that the college uses for the purposes of the grant, as set out in the budget in the grant application. Indicate the cash amount the college will directly invest to fund the operational requirements of the Mobilize grant activities (any cash investment, such as salary payments or the purchase of equipment or other materials must be allocated to this account to be considered a cash contribution from the college). NSERC may request that the college complete a form 301 to confirm that the cash was provided and that the funds were used for the purposes of the grant.
Overhead and administration
Overhead and administration costs equivalent to 20% of the annual grant amount are automatically calculated in the budget table. Overhead and administration expenditures eligible under the
Provide general information on the overhead and administration costs attributable to the grant. If applicable, provide information on the costs of specific activities supporting EDI in the research and training environment.
This section collects information on specific applied research and training metrics for the college as a whole to measure the level of partner-focused applied research activities across the research programs of the college. Do not include institutional research data or activities related to the college’s education research programs.

Please read the metrics table guidelines below carefully before completing the table. The application also allows you to add a metrics description attachment (maximum of two pages if written in English and 2.4 pages in French) to explain any assumptions and provide context for the metrics.
Colleges can choose the time period they wish to cover for the average compilation of the past three years. Typically, colleges would choose the previous three fiscal years for which they have complete data. However, if they have substantial data for a current year that is almost completed, they may wish to include that year. They should indicate in the metrics description which fiscal years are included (e.g., 2021-22 to 2023-24).
The five years should begin with the start date (July following the competition) of the Mobilize grant you are applying for and should end five years after the start date.
Do not alter the template (font type and size, etc.). Sign at the bottom, save the completed table and upload it to Convergence. Once it is signed, the completed metrics table will be locked and cannot be changed. If you wish to make additional changes, remove the signature, edit the table and add the signature again when the table is finalized.
Metrics table guidelines
Funding and partnerships
- Funding: Total research contributions and funding received by your institution and affiliated research centres, college centres for the transfer of technologies (CCTTs) and technology access centres (TACs) from external and/or internal sources.
However, funding does not include research cash income received for the following:- Routine testing of materials, components, products, processes, soils, etc.
- Scientific and technical information services such as collecting, coding, recording, classifying, analyzing, disseminating, translating, and evaluating
- Technical assistance and training
- Education and training of personnel
- Administrative, legal, development and marketing services, routine software development, computer maintenance, quality assurance, routine data collection and market research
- Fundraising (donations) used for purposes other than direct costs of research, management and distribution of research funds or entrepreneurship operations or activities
- Research partnerships: Partnerships associated with written research contracts or collaborative agreements and partnership grants (e.g., NSERC ARD grants) for any duration. Exclude partnerships for routine testing and related services.
- Private sector (small and medium-sized enterprises [SMEs] and larger companies): All organizations legally incorporated in Canada that provide products and services and do not receive government aid. Not-for-profit organizations that are controlled by or primarily serve business enterprises (e.g., trade associations, industry-controlled research institutes) are considered private sector. Private-sector or for-profit health care organizations are also considered private sector.
- Not-for-profit: Organizations established in Canada that operate independently of both the government and private sectors, and whose activity may be financed by regular membership subscriptions, dues or donations in cash or in-kind contributions from the public, corporations or government. Foundations are considered not-for-profit.
- Health: Include not-for-profit or public-sector health organizations. Exclude hospitals and clinics that are private sector or for-profit health care organizations; these are included in the private sector metric.
- CCI programs: Total grants received from the CCI program (e.g.,
Applied Research and Development grants ,College and Community Social Innovation Fund , etc.) - Government: All levels of government (federal, provincial, municipal) as well as public service agencies or departments (e.g., policing, fire prevention, etc.). Exclude public health organizations, which should be included in the health metric line. Exclude CCI program grants received.
- Cash contributions from partnerships: Partner organization cash contributions to the college or associated research institution to perform any form of research and development or to cover associated costs for which, in exchange, the partner will receive research results.
- In-kind contributions from partnerships: Non-monetary contributions, such as equipment, services and expertise for the purposes of research and development for which, in exchange, the partner will receive research results.
College cash contributions:
The college’s past and planned cash contribution to support the direct costs of research and/or research-related activities that are directly related to achieving applied research program(s) objectives focused on partners’ innovation needs for the college as a whole. For a list and description of the direct costs and/or research-related activities that CCI programs consider to be eligible expenses and activities, refer to the
Tri-agency Guide on Financial Administration and theSpecific rules for the use of grant funds in the Mobilize grants description.
Note: Salaries for faculty involved in research activities are not considered an eligible cash contribution. However, the salaries of replacement faculty hired to backfill a faculty member’s involvement in an applied research project are considered eligible.
Applied research capacity
Total salaries (including benefits) for research personnel and for faculty/teacher release for research carried out by the college and affiliated research centres, CCTTs and TACs. Exclude salaries for administrative and support staff, college student researchers and volunteers. Routine work, such as testing of materials, should not be included.
- Faculty/teachers: College teaching staff, full-time and part-time, who conduct partner-focused research.
- Researchers: Research staff or contracted research personnel, who, as part of their paid duties, conducted partner-focused applied research with no teaching functions (stand-alone researchers). University student researchers should be included here.
- Technicians: Staff or contract technicians who assist researchers in conducting applied research as part of their paid duties. University student technicians should be included here.
Training
Total number of salaried (paid) college students engaged in research work on any applied research projects carried out by the college (or affiliated research centres, CCTTs or TACs). Do not include university students in this category; include them under applied research capacity.
- Paid college students: Students who are paid by the college or institute or by industry or community partners to conduct partner-focused applied research (as research assistants or technicians through part-time or summer employment, or through internships). If any students had more than one paid job during this period, count each student multiple times for each respective job.
Use up to two pages if written in English and 2.4 pages in French to explain important assumptions or factors associated with any metrics reported in the metrics table. Please include the information detailed below, as well as any other information that you feel is relevant and that the review committee should consider when assessing your application.
- Explain any exceptional circumstances that may have affected the metrics that you are reporting under Average of last 3 years.
- How confident are you concerning the Average of last 3 years metrics that you have reported? Are these well documented and can be verified, or are they estimates?
- If you were unable to obtain any of the metrics in the Average of last 3 years, please explain why.
- Explain how you arrived at your Future Year Estimates and what assumptions were made.
- Explain any risks that may prevent your Future Year Estimates from being realized.
- If you are working with partners that are unable to make adequate cash and/or in-kind contributions, please explain the challenges they are facing and why providing them with innovation help is critical to Canada’s business, health and/or not-for-profit sectors.
- Provide any other information that the review committee should consider when assessing your application.

After you accept the terms and conditions, the status of your submission will change to Received by Administrator. If you want to make any changes at this point, you may request that your research grants officer return the application to you.
Once your research grants officer has approved and submitted your application, the application status will change to Received by Agency. No changes can be made after that point.

When you, as a research grants officer, receive an application submitted by an applicant at your institution, you will be asked to approve the application and submit it. By submitting it, you are confirming that:
- the participants meet the grant eligibility requirements
- the proposed research activities meet the grant eligibility requirements (review the
Mobilize grants description for more details)
By submitting the application, you, on behalf of your institution, are also certifying that the applicant:
- is affiliated with the institution
- has the necessary time and resources to carry out the activities
- the college will meet its obligations and responsibilities, including its compliance with the
