Le Programme de subventions à la découverte contribue :

  • à promouvoir et à maintenir une base de recherche diversifiée et de haute qualité en sciences naturelles et en génie dans les universités canadiennes;
  • à favoriser l’excellence en recherche;
  • à fournir un milieu stimulant pour la formation de chercheuses et chercheurs.
Description

Le Programme de subventions à la découverte appuie des programmes continus de recherche comportant des objectifs de recherche à long terme au lieu d’un seul projet ou d’une série de projets à court terme. Il reconnaît que la créativité et l’innovation sont au cœur des percées en recherche. Les subventions à la découverte (SD), qui sont généralement d’une durée de cinq ans, constituent une « aide à la recherche » puisqu’elles fournissent des fonds de fonctionnement à long terme et peuvent faciliter l’accès au financement offert par d’autres programmes, mais elles ne sont pas censées couvrir tous les coûts d’un programme de recherche.

Les titulaires d’une subvention à la découverte ne sont pas limités aux activités précises décrites dans la demande; ils peuvent poursuivre d’autres centres d’intérêt en recherche pourvu que ceux-ci relèvent du mandat du CRSNG et qu’ils respectent les principes et les directives qui régissent l’utilisation appropriée des subventions énoncés dans le Guide d’administration financière des trois organismes. Ainsi, les chercheuses et chercheurs peuvent explorer les pistes de recherche prometteuses qui se présentent et s’attaquer à des sujets comportant un risque élevé (susceptibles d’avoir des retombées plus importantes). Les chercheuses et chercheurs peuvent se servir de leur subvention pour participer à des travaux de recherche en collaboration.

Recherche interdisciplinaire dans des domaines relevant des trois organismes

Les chercheuses et chercheurs dont le programme de recherche est de nature interdisciplinaire sont invités à présenter une demande de subvention Horizons de la découverte pour obtenir un financement au titre du Programme de subventions à la découverte. Les subventions Horizons de la découverte appuient les projets de recherche (individuels et d’équipe) lancés par des chercheuses et chercheurs qui intègrent ou transcendent plusieurs disciplines pour faire avancer les connaissances en sciences naturelles ou en génie (SNG). Les subventions à la découverte, en revanche, appuient des programmes de recherche individuels en SNG. Les demandes présentées dans le cadre du programme Horizons de la découverte seront évaluées par un comité d’évaluation par les pairs interdisciplinaire des trois organismes. Les subventions Horizons de la découverte ne sont pas un supplément aux subventions à la découverte.

Dans le contexte des subventions Horizons de la découverte, le terme « interdisciplinaire » renvoie à toute recherche qui relie, chevauche ou transcende les disciplines traditionnelles des trois organismes (sciences naturelles et génie, sciences humaines, et santé et bien-être). La recherche interdisciplinaire comprend la recherche transdisciplinaire et multidisciplinaire, la recherche de convergence et toute autre approche de recherche à l’intersection de ces disciplines. La recherche qui relie, chevauche ou transcende les disciplines des SNG demeure admissible à une subvention à la découverte.

Équité, diversité et inclusion

Le CRSNG prend des mesures concrètes afin de créer un milieu de la recherche équitable, diversifié et inclusif au Canada, lequel est essentiel à la réalisation de travaux inédits et de qualité exceptionnelle qui génèrent des retombées et qui permettent d’approfondir les connaissances et de résoudre des problèmes locaux, nationaux et mondiaux. C’est sur ce principe que reposent les engagements formulés dans l’Énoncé des trois organismes sur l’équité, la diversité et l’inclusion.

Le CRSNG s’attend à ce que les candidates et candidats accroissent l’intégration et l’avancement des groupes sous-représentés dans le domaine des sciences naturelles et du génie, et ce, en vue de favoriser l’excellence dans la recherche et la formation. Sécurité de la recherche

Pour s’assurer que l’écosystème de recherche canadien est aussi ouvert que possible et aussi protégé que nécessaire, le gouvernement du Canada a établi la Politique sur la recherche en technologies sensibles et sur les affiliations préoccupantes (RTSAP). Politique sur la recherche en technologies sensibles et sur les affiliations préoccupantes

La Politique sur la RTSAP porte sur les risques liés aux travaux effectués dans des domaines de recherche en technologies sensibles en collaboration avec des organisations et des établissements de recherche qui présentent un grand risque pour la sécurité nationale du Canada. La présente possibilité de financement est visée par cette nouvelle politique depuis le 1er mai 2024.

Pour se conformer à cette politique, la personne candidate doit déterminer si la recherche proposée dans la demande de subvention vise à faire progresser un domaine de recherche en technologies sensibles. Le cas échéant, chaque chercheuse ou chercheur dont le rôle est défini dans la demande de subvention (candidate ou candidat dans le cadre de la présente possibilité de financement) doit remplir un formulaire d’attestation afin de certifier qu’elle ou il n’est pas actuellement affilié à une organisation de recherche nommée (ORN) et ne reçoit aucun financement ni aucune contribution en nature de la part d’une telle organisation.

Les chercheuses et chercheurs doivent examiner attentivement la liste des domaines de recherche en technologies sensibles et la liste des organisations de recherche nommées pour comprendre quelle liste s’applique au concours.

Les Orientations des trois organismes concernant la Politique sur la RTSAP renferment plus de détails sur les procédures et les exigences à respecter, y compris les responsabilités des chercheuses et chercheurs et les responsabilités des établissements.

Principes généraux en matière d’admissibilité

Les subventions à la découverte sont accordées à des chercheuses et chercheurs individuels, normalement pour une période de cinq ans. Les chercheuses et chercheurs ne peuvent présenter qu’une seule demande de SD à la fois, et ils ne peuvent être titulaires de plus d’une SD à la fois. Les titulaires d’une SD ne peuvent pas présenter une autre demande de SD avant la dernière année de leur subvention actuelle.

Une personne ne peut être en même temps titulaire d’une subvention à la découverte et d’une subvention Horizons de la découverte. Cette règle s’applique à l’année de concours 2024 et aux années ultérieures.

Les candidates et candidats qui présentent une demande de subvention à la découverte doivent répondre aux exigences du CRSNG en matière d’admissibilité pour les membres du corps professoral qui demandent ou détiennent une subvention (se reporter aux sections 1.1, 2.1, 3 et 4 pour les membres du corps professoral d’une université) pour pouvoir participer à ce programme de subventions à titre de candidates ou de candidats. Admissibilité du sujet de recherche et financement d’autres sources

Les candidates et candidats au Programme de subventions à la découverte doivent présenter un programme de recherche qui est admissible en vertu du mandat du CRSNG, qui consiste à promouvoir et à soutenir la recherche dans le domaine des sciences naturelles et du génie, à l’exclusion des sciences de la santé. Le programme de recherche doit viser l’avancement des connaissances en sciences naturelles ou en génie. La demande sera rejetée si, à n’importe quel moment au cours du cycle d’évaluation, le CRSNG juge que le sujet de recherche ne relève pas de son mandat. Les candidates et candidats au Programme de subventions à la découverte doivent présenter un programme de recherche qui est distinct, sur le plan conceptuel, de la recherche appuyée par les Instituts de recherche en santé du Canada (IRSC) ou le Conseil de recherches en sciences humaines (CRSH).

Le CRSNG encourage les chercheuses et chercheurs à avoir recours à d’autres sources de financement pour appuyer tous les coûts du programme de recherche présenté dans leur demande de subvention à la découverte, tant que le financement ne provient pas des IRSC ou du CRSH et que les fonds couvrent des dépenses différentes de celles qui sont proposées dans la demande de subvention à la découverte.

Catégories de candidates et candidats

Les candidates et candidats au Programme de subventions à la découverte sont considérés comme étant soit des chercheuses ou chercheurs en début de carrière, soit des chercheuses ou chercheurs établis. Pour obtenir plus de renseignements à cet égard, consultez le document intitulé Subventions à la découverte : catégories de candidates et candidats. Les employées et employés du CRSNG se chargent de classer les candidates et candidats par catégorie et le font en fonction des renseignements fournis par les candidates et candidats dans le CV commun canadien (CVC) et dans la demande.

Présentation des demandes

Pour présenter une demande de subvention à la découverte, la candidate ou le candidat doit d’abord présenter un avis d’intention de présenter une demande avant la date limite. La présentation de l’avis d’intention est une étape obligatoire du processus de présentation des demandes. Les renseignements fournis dans cet avis permettent au CRSNG d’entamer certains éléments du processus d’évaluation, dont assigner provisoirement des demandes de subvention aux groupes d’évaluation compétents, sélectionner les évaluatrices et évaluateurs externes appropriés et déterminer l’admissibilité du sujet de recherche. La candidate ou le candidat doit ensuite remplir et présenter la demande avant la date limite.

La candidate ou le candidat doit remplir et présenter le CV commun canadien du CRSNG à l’étape de l’avis d’intention et à celle de la demande dans le cadre du programme. Elle ou il peut mettre à jour son CVC après l’avoir présenté avec l’avis d’intention, mais avant de le présenter avec la demande.

Évaluation des demandes et critères de sélection

Les demandes sont présentées au Programme de subventions à la découverte et non à un groupe d’évaluation (GE) en particulier. Les demandes sont évaluées par des GE. Chaque GE est composé de pairs canadiens et étrangers qui possèdent des compétences diversifiées dans les domaines de recherche que couvre le GE. On peut aussi avoir recours à des évaluatrices et évaluateurs externes pour évaluer les demandes. Le CRSNG assigne les demandes aux divers GE compte tenu des sujets de recherche, des objectifs du programme de recherche proposé et de l’apport des candidates et candidats et des GE. À l’étape de l’avis d’intention, la candidate ou le candidat doit suggérer le GE qu’il croit le plus apte à évaluer sa demande. Le CRSNG se réserve toutefois le droit de prendre la décision finale.

Dans le cas de la recherche interdisciplinaire en sciences naturelles et génie, le CRSNG sélectionnera les membres des GE et les évaluatrices et évaluateurs externes appropriés pour assurer une évaluation adéquate de la demande. Les demandes sont cotées en fonction des critères de sélection suivants. Il incombe aux candidates et candidats d’y répondre de façon claire dans leur demande. Dans le cadre d’un engagement continu du CRSNG à assurer la prise en compte et l’évaluation d’un large éventail de contributions dans l’évaluation du mérite, l’évaluation des demandes présentées à l’organisme s’appuiera sur les nouvelles Lignes directrices sur l’évaluation des contributions à la recherche, à la formation et au mentorat.

  • Excellence de la chercheuse ou du chercheur en sciences ou en génie
    • les connaissances, l’expertise et l’expérience;
    • la qualité des contributions au domaine de recherche proposé et à d’autres domaines des sciences naturelles et du génie, et leur incidence;
    • l’importance des contributions pour d’autres chercheuses et chercheurs et utilisatrices et utilisateurs finaux, et de leur utilisation par ces derniers;
  • Mérite de la proposition
    • l’originalité et l’innovation; la mesure dans laquelle la recherche est susceptible d’aborder des concepts et des pistes de recherche nouveaux ou ayant un potentiel pour transformer le domaine de recherche;
    • l’importance des travaux et les contributions prévues à la recherche; les possibilités de répercussions sur les politiques ou les technologies;
    • la clarté et la portée des objectifs (programme de recherche comportant des objectifs à long terme au lieu d’un seul projet à court terme ou d’une série de projets);
    • la clarté et la pertinence de la méthodologie;
    • la faisabilité;
    • la mesure dans laquelle la proposition aborde toutes les questions pertinentes, dont le besoin d’une expertise variée au sein d’une discipline, ou entre plusieurs disciplines;
    • la prise en compte de l’équité, de la diversité et de l’inclusion dans le processus de recherche, s’il y a lieu;
    • la prise en compte des méthodes ou des pratiques de recherche interdisciplinaire, s’il y a lieu;
    • la pertinence et la justification du budget;
    • la démonstration que le programme de recherche proposé dans la demande de subvention à la découverte est distinct, sur le plan conceptuel, de la recherche qui est appuyée actuellement par les IRSC ou le CRSH ou qui fera l’objet d’une demande d’appui à l’un de ces organismes.
  • Contribution à la formation de personnel hautement qualifié
    • la qualité et l’incidence des contributions antérieures à la formation de personnel hautement qualifié (PHQ) (p. ex., stagiaires de niveau postdoctoral, étudiantes et étudiants de 1er cycle ou aux cycles supérieurs, techniciennes et techniciens), y compris :
      • le milieu de formation offert au PHQ;
      • les prix accordés au PHQ et ses contributions à la recherche;
      • les résultats de la formation de PHQ et les compétences acquises par ce dernier;
    • la qualité, la pertinence et la clarté de la formation prévue du PHQ, y compris :
      • la philosophie de formation globale;
      • le plan de formation en recherche des membres du PHQ;
    • la prise en compte de l’équité, de la diversité et de l’inclusion dans la formation antérieure et la formation prévue du PHQ.

Les groupes d'évaluation évaluent le mérite global de chaque demande en attribuant une cote à chacun des critères de sélection établis. La cote finale de la demande et la catégorie de la candidate ou du candidat déterminent le montant de la subvention.
